A security plan can become invalid without the total visitor number being exceeded

Why a security plan can lose its validity before the total visitor number is reached – and which three questions guide the target-actual comparison.

Updated: · MOVETOS

When the actual visitor occupancy or the movement conditions change so that the originally planned security measures no longer work under the assumed conditions.

What a security plan assumes

A security plan takes into account, for example, expected visitor numbers, distribution of people, capacity of routes and evacuation options. These assumptions may hold at the start of an event and still be outdated later on.

An example: the programme change

The total number of visitors stays within the approved capacity. Because of a programme change, however, large groups of visitors move into a single event area at the same time. There, entrances, circulation areas or evacuation routes may be used more heavily than intended.

The permitted total number of visitors is not exceeded – and yet individual planning assumptions can lose their validity.

Making deviations visible: the target-actual comparison

Digital visitor counting, video analysis and situational pictures can make such deviations visible. What matters here is the target-actual comparison between the planned conditions and the actual situation.

Three questions are particularly relevant for the operational assessment:

  • Does the current visitor occupancy still match the underlying planning assumptions?
  • Are the intended routes and areas still sufficiently available?
  • Can the planned security measures still be implemented effectively under the changed conditions?

Not every deviation invalidates the plan

Not every deviation invalidates a security plan. What matters is whether it affects the effectiveness of safety-relevant measures and makes a new assessment or adjustment necessary.

Conclusion

A security plan does not lose its validity only when the total number of visitors is exceeded. What matters is whether the actual spatial and operational conditions still match the assumptions on which its security assessment is based.
