How are decisions about interrupting an event prepared?

How traceable criteria, clear authority and workable options prepare decisions about interrupting an event and resuming it.

Updated: · MOVETOS

A change in the weather, a critical build-up of crowd density or the failure of an important protective function can make an interruption necessary. Under time pressure, those responsible then have to judge which measure actually protects people. This decision can be prepared: with traceable criteria, clear authority and workable options.

Linking criteria to options for action

The plan should define which observations trigger a reassessment and which developments call for immediate action. This includes the source of information, who is responsible for the assessment and the time available to respond. Criteria must fit the event, the site and the facilities in use; blanket weather or visitor limits are not enough.

Pausing the programme, stopping admission, closing off part of the site and evacuating have different effects. Stopping the stage programme, for example, does not remove a hazard on an access route. The measure chosen must fit the specific hazard and must not trigger unprepared visitor movements.

Clarifying decision-making authority and implementation

Before the event begins it must be clear who within the event organisation may trigger which measure, who deputises and how technical crew, artist liaison and stewarding can be reached. Necessary immediate measures must not depend on a meeting that first has to be convened.

For a controlled “show stop”, the HSE recommends defining the key people involved, the trigger routes and prepared announcement texts, and briefing artists’ representatives in advance [1]. BaSiGo additionally emphasises clear communication responsibilities and planned information channels for normal operation, interruptions and crises [2].

Checking resumption and the procedure in advance

Preparation also includes the question of under which conditions operations can start again. A warning display that has gone out does not by itself prove that routes, staff and protective functions are ready again. Before restarting, the HSE recommends coordination with the relevant parties on site and a check of readiness [1].

A joint scenario discussion shows whether report, decision, announcement and practical implementation fit together. The time, the information available and the reasons for a decision should be recorded in a traceable way without delaying urgent measures.

A decision to interrupt is well prepared when those responsible know when they have to act, what the measure is meant to achieve and how it will be carried out.

Classification: research status 2 November 2026. The procedure described is an editorial planning recommendation, not a legal requirement. The HSE provides professional guidance, not a German legal requirement. The article deliberately names no trigger, weather or visitor thresholds and no response times; these have to be defined for each event. It does not replace specific responsibilities, legal powers or interfaces with public authorities and organisations with security tasks. No available MOVETOS OPS function is promised.
