How can hostile vehicle mitigation remain compatible with necessary vehicle access?

How authorised vehicles pass vehicle barriers in a controlled way: clarify access needs, plan every opening as a procedure, test emergency access.

Updated: · MOVETOS

A protected event area often still needs vehicle access: for emergency services, deliveries or ongoing operations. The key question is therefore how authorised vehicles can pass in a controlled way without unnecessarily compromising the intended level of protection. These procedures belong in the planning from the start.

Clarifying access needs before selecting a system

First, it has to be determined which vehicles need to enter, when, how often and for what purpose. Deliveries before opening make different demands than emergency access while visitors are on site. Vehicle dimensions, the manoeuvring space required and the situation behind the barrier must be taken into account.

The checklist of the German police crime prevention programme requires necessary access for ambulance services, fire brigade and police to be considered and possible longer intervention times to be taken into account. It also names operational access needs and keeping escape routes clear [1].

Planning every opening as a regulated operating procedure

A movable barrier alone does not organise a safe passage. It must be settled who checks authorisation, approves the opening, supervises the process and then restores the intended secured state. NPSA and NaCTSO explicitly recommend defining operating responsibility, access procedures and training in advance [2].

For the specific procedure, it also has to be clarified how pedestrians and vehicles are kept apart and how unplanned following vehicles are handled. Number plate recognition or a pass can support the authorisation check; the safe passage must be organised in addition.

Testing emergency access in practice

Before the event starts, the procedure should be talked through with the responsible parties and tested on the installed system. Can the contact person be reached? Are the necessary operating means available? Do approach and onward routes remain clear, even with queues or dense crowds?

The planning must equally define what happens if the opening mechanism fails. Improvised removal of elements can change the protection concept. NPSA and NaCTSO point out that performance ratings of barriers apply to the arrangement that was tested; deviations require professional assessment [2].

Hostile vehicle mitigation and necessary access are compatible when technology, authorisations and operating procedures are planned together. What matters is whether the overall system protects when closed and allows necessary passages in a controlled way.
